It looks unfinished, but after hours of looking on it I can't figure out what's wrong. Maybe there's something wrong with me :P

very very good! it might look a little better if you deepen some shadows, say on the inside of the tail, the bottom of the chest and the fingers. the bottom of the chest is a little too light, the shading seems to abruptly change where the front shoulder is. I bet it'd look better if you smooth that transition.

you could also experiment with some cracks in the stone, when well done pencil drawn cracks look really great

looks great, as to problems... is where's his wings? or is this supposed be one of the non-true dragons that doesnt have wings

It's a TRUE dragon without wings ;) It doesn't need to fly or to have wings to be dragon xD
